- This is a combined synopsis/solicitation for commercial items prepared by the General Services Administration on behalf of the Department of Army's Battle Command Battle Lab Fort Huachuca, AZ in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 9TZ04FDH005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation parts and subparts in effect 01/26/2004. This is a full and open procurement under NAICS Code 334119 - Other Computer Peripheral Equipment Manufacturing. NOTE: Section 508 does not apply to this requirement. Requirements: Provide the following equipment on a Firm Fixed Price Contract: Quantity of 206, - Brand Name or Equal Handheld Pier 2.3 Iris Reader - SecuriMetrics Portable Iris Enrollment & Recognition (PIER) Device, (Configured for BAT integration). Iris read shall have the following characteristics: Light weight, less than 20 ounces and not to exceed 7 x 3.75" x 1.50". Unit should fit easly into the user's hand or on a small surface. These characteristics are critical to the iris reader in order for it to function properly with the Biometric Automated Tool (BAT) Kits. BAT is in support of the identification of friend and foe, for assistance at multiple checkpoints both in and out of combat zones. This is the US Army's first completely portable identification processing system, complete with the solicited handheld iris scanner. The kit consists of a laptop computer, the iris scanner, a digital camera, and a fingerprint reader. The devise shall capture a 500 dot per inch image of a fingerprint of an individual for the processing system. While acquiring a photograph the devise is illuminating the iris with IR light. All of the data is loaded into a file on the laptop. The fingerprint images, the digital photos used in facial recognition, and the iris scans complete the digital identification dossier. Desired Delivery Date is no later than 30 days after receipt of contract earlier delivery is requested. Place of Delivery and Acceptance is: Fort Huachuca, AZ 85613. FOB destination. Solicitation provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2003) is hereby incorporated by reference. The Government will award the resulting contract based on a firm fixed price arrangement resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government, delivery time and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical Fit to and capability of the proposed solution to the BAT KIT. (2) Delivery Terms - ability to beat the 30 day required delivery schedule with a realistic and firm shorter delivery due date. (3) Price. (4) Past Performance information submitted for work in fulfillment of similar requirements. Please provide at least two examples, with brief description, of previous or ongoing work that demonstrates your firm's past performance. These factors are listed in descending order of importance. Delivery and technical, when combined, are significantly more important than price and past performance, both when taken separately and when combined. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications--Commercial Items (JUNE 2003) with its offer. Clause 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (OCT 2003), is hereby incorporated by reference with applicable paragraphs apply to this solicitation and any resultant contract. Type of Contract: A firm fixed price, definite quantity; definite delivery contract will be awarded. Period of Performance: Delivery No Later than 30 days after receipt of contract. The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is currently unrated. The potential awardee is required to register in IT Solutions Shop at http://it-solutions.gsa.gov for post-award processing.
