Description
The Naval Research Laboratory, Washington, DC (NRL-DC) requires a computer-controlled dual-beam focused ion beam (DB-FIB) milling system for use by researchers in fabrication of nano-scale devices, materials characterization, failure analysis and TEM sample preparation. Major components of the system are a scanning electron microscope column, a scanning ion-beam column, a vacuum system, a sample stage, detection electronics, gas-injectors for enhanced etching of silicon and silicon-based compounds, metal and insulator deposition. Both the electron and ion-beam columns require a high-speed electrostatic beam blanker. Optional items include an electron backscattered diffraction (EBSD) system, energy dispersive x-ray spectroscopy (EDS), software to allow automated milling of the EBSD and EDS tools. Additional optional items include an integrated sample micromanipulator, a sample intro port to allow introduction of the sample without venting of the main vacuum chamber, an ebeam/ion beam writing attachment for implementation of CAD defined structures and registry to sample alignment marks, and a temperature controlled cryo-stage. The system will be installed in facilities at the NRL-DC and used by a variety of qualified scientists, engineers and technicians. The Government anticipates award of a firm-fixed price contract and delivery is estimated to be 120 days after the date of contract award. The NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. Detailed specifications will be included in the solicitation. The solicitation and any amendments to it will be available via the Internet at the URL address shown below. Paper copies of the RFP will not be provided. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
