Description

The Directorate of Contracting, Tobyhanna Army Depot 18466 intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b) USC 2304(c)(1), and FAR 6.302-1, Only One Responsible Source with Agilent Technologies, Inc. of Englewood, CO f or the upgrade of two Government-owned Agilent 3070 Series 2 test systems to Series 3 test systems. The testhead of the Government-owned Agilent 3070 system will be removed and replaced with a new Series 3 testhead. The current single density pin cards w ill be replaced with 8 hybrid pin cards and 1 hybrid 32 pin card for each module, total of 16 hybrid pin cards and 2 hybrid 32 pin cards, a PC controller, 3 Phase Wye with neutral, 120/208 or 127/220 VAC, and the system cover to will be modified to accommo date the performance port hardware. One year of hardware and software support will be provided. Sole source determination is because Agilent is the only source capable of performing the upgrade because they hold proprietary rights to the hardware and softw are required to perform the upgrade and support. Delivery of the upgraded systems shall be FOB Destination, Tobyhanna Army Depot, PA 18466. The North American Industry Classification (NAICS) code for this acquisition is 334515, and the size standard is 5 00 employees. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, This notice of intent is not a request for competitive proposals, how ever information regarding contractor capability to perform this requirement received by March 4, 2004 will be considered by the Government ; use identification number W25G1V-04-R-0004 in any response provided. A determination by the Government not to com pete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
