Description

This is the Presolicitation announcement for the upcoming DOJ ITSS III solicitation RFP No. DJJL04RFP0268 using FAR Part 15 negotiated competitive procedures and a best value based evaluation process. This is Multiple Award /Indefinite Delivery, Indefinite Quantity (MA/IDIQ) Contract Program available to all Federal agencies for IT support services and task related hardware, software, and equipment. The RFP files (including the SOW) are estimated for availability (via download at this site) not sooner than March 17, 2004 and may be as late as March 31, 2004. All parties must register to receive notices within the Interested Vendors List (IVL) and to gain access to the RFP files when available. The proposal closing date will be established upon issuance of the RFP. The DOJ intends to award approximately 8-12 prime contracts with two of those awards going to small business prime offerors. This is a full and open competition with a small business award feature, not a total or partial small business set-aside. The assigned NAICS Code for small business sizing purposes is 541512 which carries a SBA determined size standard of $21M in average annual receipts for the past three years. All large business offerors will be required to submit a small business subcontracting plan with their proposals. The period of performance of each contract shall be for one year from the contract date of contract award (est. July, 2004) with six option years to extend the term of the contract thereafter. Firm fixed unit prices for various professional IT labor categories shall be solicited. All awardees will be given a fair opportunity to compete for task work per FAR Subpart 16.505(b)(1) -- and the RFP will specify the exact procedures. The majority of task orders are T&M or Labor Hour type (or firm fixed price).
