Description
HVAC Bldg. 11 A/E Project # 542-04-102 Provide professional A/E services to replace existing HVAC systems throughout Research Building with a new multi-zoned system including all associated components and system controls, plus all necessary demolition, mechanical, electrical, and ductwork modifications for a complete and functional system. AAALAC Accreditation Standard requires a humidity range between 30 and 70% to maintain in all animal colony rooms (NRC Guide for the Care and Use of Laboratory Animals, 1996, p75, para. 3, line 8). The existing HVAC system is approximately 25-30 years old and is deteriorating at a rapid pace, replacement parts have become non-existent. The research laboratory currently located in Building 11 has thirty-four active research projects focusing on a wide variety of clinical and neuroscience research, which are integrated with patient, care mission. At present meeting the AAALAC Accreditation Standard is a major deficiency. This project will replace the deteriorated HVAC system, and provide a more energy efficient, cost saving system that will require less maintenance and repair down time that will comply with VA HVAC Criteria. Project includes development of contract drawings, specifications, and cost estimates for review at 30%, 50%, and 100%. Also included are site investigation and construction period services, plus CIH services for asbestos abatement. The estimated construction budget is between $250,000.00 and $500,000.00. The area of consideration for this acquisition is restricted to firms located within a 100-mile radius of the VAMC Coatesville, PA. Interested firms must submit two (2) copies of SF 254 and SF 255 with appropriate documentation to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Road, Coatesville, PA 19320 by close of business 03/25/04. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. See numbered notes 1 & 24.
