- TACOM-Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ is conducting a Market Survey to identify and qualify a potential source for supplying the U.S. Army with goods and services for Department of Defense (DoD) transportation coordinators in support of Operation Iraqi Freedom. The requirement is to provide In-Transit Visibility (ITV) and Combat Service Support (CSS) for Stability and Support Operations (SASO)in a hostile environment. The system is absolutely critical for the safety and visibility of transportation and Command and Control (C2) for CSS elements that conduct movements outside of secure log bases. The system will provide (CSS) commanders: (i) The ability to make informed decisions based on accurate and timely logistics information and capabilities. (ii) Asset visibility and communication in a multi-compo environment. (iii) Provide the ability to tie existing ITV products to the Common Logistics Operating Picture. Currently, Systems & Processes Engineering Corporation (SPEC), of Austin Texas, is providing the server, 18 data terminals and support for this requirement. An additional 18 data terminals and extended support of the existing server and data terminals for six months is required. The additional requirement will not create a "stand alone" system nor increase the number of servers, etc. to manage. Secret security clearance is required to perform administrative, training, technical, maintenance, and warranty support. Any interested sources are requested to provide a Capability Statement with respect to the requirements listed above, and include your company name, complete address, telephone number and a technical point of contact. The Capability Statement shall also include a description of the following: a) DoD previous experience b) In-depth understanding of DoD technical requirements and c) Successful track record of contract performance in satisfying these requirements. This is not a Request for Proposal. There is no solicitation available at this time. The purpose of this notice is to seek sources with existing capabilities as described above to meet the above requirements. Materials should be sent in MS Office format of less than 20 pages. Interested parties may submit responses to TACOM-Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ, Attn: Mr. Gregory Rodriguez, email: grodrig@pica.army.mil. All information collected from this Market Survey shall be used for PLANNING PURPOSES ONLY. This Market Survey does not constitute an obligation on the part of the Government. The Government will not award a contract on the basis of this survey and will not pay for any information collected. It is requested that all Proprietary Data/Information submitted be identified in your response. The Government retains the right not to compete this requirement based on responses to this notice. It is currently the intention, of TACOM-Picatinny (C3), to issue a sole-source award to Systems & Processes Engineering Corporation (SPEC) of Austin Texas. See numbered note 25.
