- This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. Request for Quotation number SECHQ1-04-Q-0022 shall be referenced on any quotation. The NAICS code is 514191 with a business standard of $21.0 million dollars.) This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business Set-Aside, FAC-19 All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price contract. The Securities and Exchange Commission (SEC) requires access to congressional legislative information via a single web interface service on a subscription basis for a base year plus 4 option years. This service should include the following information: a) Continuously updated news from Capitol Hill; b) Continuously updated, detailed daily and future listings of all scheduled floor, committee and subcommittee actions, plus other Washington events; c) Detailed legislative histories of bills with links to related bills; d) Congressional Record, floor votes, and CQ Daily Monitor; e) Full-text of all printed bill versions, 1995 ? present; f) News coverage of committee meetings, markups and hearings, plus agendas and witness lists for committee hearings; g) Complete House, Senate, Joint and Conference Committee Reports, including charts and tables; and h) The full-text of the Congressional Record, 1995 ? present. If not specified above, all information shall be updated at least daily. This service should also provide the user with the ability to research and track legislation. An e-mail alert service, from a single word, bill, member, vote or committee list, shall be available to notify users of new developments with respect to user-specified bills and issues. The alert service shall prove alerts real time or at designated points during the day. Legislative information and constant coverage of Congress and national politics through the following databases: 1) Daily Monitor (Breaking News) 2) Schedules 3) BillTrack 4) BillWatch 5) BillText 6) Committee Markup Coverage 7) Committee Reports 8) Congressional Record 9) Votes 10) Custom Alerts. Internet access is required for 15 users for a database of U.S. Congressional legislation and information. The Government intends to issue a contract for the above services to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) price, (2) delivery time, and (3) technical acceptability (4) Past Performance. This evaluation will be based on information provided by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation, but may do so at its discretion. Only authorized representatives shall submit quotes. Please carefully review the commercial item clauses for information about requirements and instructions for submitting a quotation. Quotations that do not include prices for all items will not be considered.
