- The FAA, William J. Hughes Technical Center, is participating in the Fiscal Year 04 Small Business Innovation Research (SBIR) Program. The purpose of the SBIR program is to stimulate technological innovation, utilize small business to meet Federal Research and Development (R&D) needs, encourage participation by minority and disadvantaged businesses in technological innovation, and increase private sector commercialization of innovations derived from Federal R&D. Volpe directs the Departments SBIR program for all DOT modals. They have released this years solicitation, with proposals due on May 3, 2004. FAAs topic is entitled Development of the Airborne Internet Collaborative Information Services Environment.
