Description
The purpose of this notice is to provide the draft Performance Work Statement (PWS) for an A-76 acquisition for public comment. This A-76 Study seeks to identify potential sources to provide various immigration information services currently provided by Government employees known as Immigration Information Officers (IIOs) and Contact Representatives (CRs). The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), is conducting a Standard Competition in accordance with the Federal Activities Inventory Reform (FAIR) Act of 1998 and the Office of Management and Budget (OMB) Circular A-76 dated May 29, 2003. The competition will include work currently performed by IIOs and CRs under the FAIR Act Activity Code D604-Customer Service Contacts throughout the US at approximately 75 locations. The work includes providing a broad range of information services to customers with respect to citizenship and immigration benefits, options for applying for benefits, and related procedures and services. Interested sources may access general information regarding USCIS at www.uscis.gov. The number of authorized, in-house, full time Government employees (FTE) included in the scope of this competition is approximately 1300. The due date for response to the draft PWS is no later than 5:00 p.m. Eastern time on March 10, 2004. All comments on the draft PWS and related contractual matters must be directed via e-mail to the dedicated mailbox ?CIS-Contract-Office-A-76@dhs.gov? to be accessed by Deborah Parot and Ned Ross, Contract Specialists. Please see instructions for submission of comments on the first page of the draft PWS. No comments, questions or inquiries will be accepted via telephone. The distribution of this draft PWS and the resulting solicitation will be accomplished solely through the General Services Administration (GSA) Federal Business Opportunity (FedBizOpps) web site http://www.fedbizopps.gov. Hard copies of the draft PWS and solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will also be distributed solely through the GSA site. Interested parties are responsible for monitoring the GSA site to assure that they have the most up-to-date information about this acquisition.
