Description
The Department of Homeland Security intends to issue a Cost Plus Fixed Fee contract with two options to AS&E on a sole source basis for the development of upgrades to the Department's existing AS&E systems under the authority of 41 U.S.C. 253(c)(1) Only one Responsible source and no other supplies or services will satisfy agency requirements. The upgrades include: 1)Threat Image Projection (TIP): TIP refers to the insertion of threat images into radiography scans in real-time. Radiological and nuclear threats will be addressed. TIP will be used both as a training tool and during normal operations to maintain operator proficiency. 2)Operator Assist/Alert (OAA): OAA will highlight areas of the display to the investigator, to indicate the presence of a potential threat, based on a pre-determined set of conditions. For example, this alert may indicate areas of complete x-ray attenuation. 3)Data Transmission (DT): Depending upon the system, wire or wireless data transmission capability will be integrated into the systems listed above. The Department of Homeland Security (DHS) currently owns and operates the following AS&E radiography systems: MoblieSearch (MXTR) PalletSearch Model 101 Van CargoSearch Z-Backscatter Van The Phase I effort is for a development and implementation plan. Option one is for the development of TIP, OAA, and DT for the above systems. Option two is for the demonstration, training, and assessment of TIP, OAA, and DT in the above systems. Note 22
