Description
The U.S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns because not enough HUBZone certified business concerns complied with the requirements of the sources sought synopsis to promote competition. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock repairs of the USCGC MORAY (WPB-87331), an 87 foot Patrol Boat. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 18 March 04 with quotes due on or about 16 April 04. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fed.bizops.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested within ten (10) days after the issuance of the solicitation. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The home pier of the vessel is Jonesport, Maine. All work will be performed at the contractor?s facility. The performance period will be FOURTY-TWO (42) calendar days with a start date on or about 24 JUNE 04. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC MORAY (WPB-87331). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: Clean Fuel and Waste Oil Tanks, Clean Sewage and Grey Water Collection and Holding Tanks, Remove, Inspect and Reinstall Propeller Shafts, Renew Water-Lubricated Shaft Bearings, Remove, Inspect and Reinstall Propellers, Preserve Transducer Hull Rings, Overhaul and Renew Valves, Remove, Inspect and Reinstall Rudder Assemblies, Preserve RIB Wet Notch Deck and Stern Door Interior Surface, Preserve Freeboard, Modify and Renew Cathodic Protection System, Provide Temporary Messing, Provide Temporary Berthing, Provide Temporary Logistics, Routine Drydocking, Modify Forward Deck Locker Watertight Door, Reinforce Engine Room, Skeg, and Strut Structures and GFP report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs, Realign Main Engine/Reduction Gear, Inspect Government-furnished Propeller Shaft, Straighten Shaft, Perform Minor Repair and Recondition of Propeller, Package and Return Replaced Propeller, Renew Upper Rudder Bearing, Preserve Underwater Body, Provide Additional Temporary Messing, Provide Additional Temporary Berthing, Provide Additional Temporary Logistics, Composite Labor and Lay Days. The place of performance for this vessel is geographically restricted to the area from Jonesboro, Maine to Shallottee Inlet, North Carolina. This procurement is 100% Small Business Set-Aside. All responsible sources may submit an offer, which shall be considered by the Coast Guard.
