- On February 23, 2004, The U.S. Army announced the termination of the Comanche Helicopter program. As a result, the Army will restructure aviation organizations to reflect current and anticipated needs, increase aircraft survivability, sustainability , and operability, divest programs that no longer meet the needs of the changing operational environment, and extend aviation capabilities beyond the 2020 timeframe. With the reallocation of associated resources from the Comanche program, we will restructu re and revitalize Army aviation to meet our current and future needs, and reenergize our commitment to OSD and Army Transformation and FCS. Specifically, the enhanced Army aviation program will undertake the following: 1.) Accelerate air crew protection and Aircraft Survivability Equipment (ASE) fielding initiatives to meet the current and evolving threat while providing every aircraft with the best possible equipment. 2.) Modernize 1400 aircraft to extend aviation capabilities beyond 2020. This effort will include Apache Block III conversion, and recapitalization of aircraft. 3.) Acquire almost 800 new aircraft (thru FY 11) to build modular AC and RC aviation formations. This will include the purchase of a new Light Reconnaissance Helicopter, additional new build Blackhawks and Chinooks, and a new Cargo Fixed Wing aircraft. 4.) Add $300M to accelerate the UAV program to extend battlefield awareness and strengthen manned-unmanned teaming 5.) Transform Reserve and Guard aviation by replacing over 850 aging aircraft and standardizing AC and RC aviation organizations. This will include a new Light Utility Helicopter. 6.) Leverage the technology base and knowledge gained through the Comanche program as appropriate and invest in Joint aviation programs. These investments will include a Common Cockpit and Fly-by-Wire technology and the Army will initiate a Joint Multi-ro le Helicopter program. This effort is a substantial redirection of Army funding. The Program Executive Office, Aviation seeks your comments and suggestions on how to accomplish the goals set forth above with specific emphasis on the manner in which the Army and our industrial partners can best execute the stated objectives and your assessment of industrial base impacts.
