- The U.S. Army Aviation and Missile Command (AMCOM) is soliciting sources for Phases 1 and 2 of the Army Counterspace Technology (ACT) Test Bed Program. This notice does not constitute an Invitation for Bids or Request for Proposal, and it is not a commitment by the U. S. Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION O R OTHERWISE PAY FOR THE INFORMATION SOLICITED. The AMRDEC has a new requirement, anticipated to be set aside for Small Business under one of the following arrangements: a GSA Order (teaming is encouraged among schedule holders of services and supplies contracts), a firm-fixed-price type contract, or a cost-plus-fixed-fee type contract. The requirement is to implement an Army Counterspace Technology (ACT) Test Bed. The prime task areas to be addressed to initiate the ACT TESTBED shall include: Requirements Analysis, Independent System Performance Anal ysis, demonstration of Hardware-in-the-loop utilizing Digital Scene Injection/Projection and ACT /Launch Vehicle Integration Assembly & Test Capability with Commercially Available off the Shelf (COTS) test equipment and hardware. Additional efforts include : support for conducting flight tests, range safety documentation packages, drafting and execution of a mission data collection test plans, integration of ACT Kill Vehicle (KV), Launch Vehicle and Ground support equipment, Flight Test execution and post fl ight data analysis. The Contractor shall provide Hardware-in-the-loop (HWIL) capability, utilizing digital scene injection/projection, to validate ACT KV subsystem performance with provided KV technologies. This HWIL capability shall include, at a minimum, the ability to stim ulate the ACT Visible Camera System (VCS) subsystem by dynamic scene projection. The Contractor shall utilize detailed 6-DOF hardware and physics models to drive the closed loop HWIL simulation. The HWIL post simulation data analysis shall be automated usi ng COTS software and documented in a HWIL Validation Report detailing all critical subsystems being tested. The contractor shall identify additional COTS equipment required to meet testing requirements. The Contractor shall provide an Integration Facility and storage facilities capable of supporting the objectives of the ACT TESTBED Program. Maximum re-use of existing ACT Program Office/Government owned hardware and ground support equipment will be made. The contractor shall provide facilities and equipment for handling the transportation, loading/unloading, storage, and integration of all available ACT Testbed components. SUBMISSION PROCESS: Interested vendors/contractors are asked to submit a white paper containing a description of technologies that they possess, or are conducting, that have potential application to this requirement. Responses should include a brief summa ry of experience in this technical field. Responding vendors should provide information regarding this announcement to: U. S.
