- The solicitation will be issued electronically on the FEDBIZOPPS web page on or about MARCH 15, 2004, at http://www.eps.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS COMMERCIAL ITEM REQUIREMENT IS SET-ASIDE FOR HUBZONE SMALL BUSINESS CONCERNS AND WILL BE EVALUATED USING PAST PERFORMANCE AS THE MOST IMPORTANT EVALUATION FACTOR. Provide all labor, material and equipment necessary to perform dockside repairs to the USCGC BEAR (WMEC-901) including but not limited to the following Base and Option items: (1) Clean and Inspect Heat Exchangers; (2) Overhaul #3 Motor Generator Set; (3) Clean Shipboard Ventilation Systems; (4) Overhaul Vaneaxial Fan/Motor Assemblies; (5) Preserve and Disinfect Potable Water Tanks; (6) Clean and Preserve Grey Water Collection Tanks; (7) Renew Deck Plating on Fantail; (8) Renew Doors, Hatches, and Scuttles; (9) Clean and Inspect Exhaust Ducts; (10) Clean the #1 and #2 SSDG and Emergency Generator In-Place; (11) Renew Junction Boxes on Ship Service Generators; (12) Overhaul and Renew Valves; (13) Renew Weather Deck Penetrations and Fittings; (14) Flush and Refill Chill Water System; (15) Renew Deck Drains; (16) Overhaul Steering System Valves; (17) Overhaul Small Arms Locker; (18) Overhaul Machinery Space Plenums; Travel and Per Diem; and GFP report in accordance with the solicitation. The vessel is a 270 Foot “A” Class Medium Endurance Cutter. Vessel's homepier is located at PORTSMOUTH, VA. All repairs are to be performed at the vessel's homepier. The performance period is FIFTY-SIX (56) calendar days beginning on or about June 14, 2004. Funds are available for this procurement. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible HUBZone Small Business Concerns may submit an offer, which shall be considered by the United States Coast Guard.
