Description
The Naval Air Systems Command (NAVAIR) intends to negotiate a firm fixed price contract with L-3 Communications Integrated Systems, in Greenville, Texas, in order to procure up to 16 Enhanced Special Structural Inspections (ESSIs) and preemptive material replacement on defined areas of the U.S. Navy’s P-3 aircraft. These ESSIs will be procured to address and repair the structural fatigue and safety concerns of Maritime Patrol Aircraft. ESSI includes Special Structural Inspections (detailed inspection to detect fatigue damage in critical outer wing locations) and is a major preemptive structural repair to the inner and outer wing surfaces, plates, beam, planks and fittings, with inspection and on-condition repair of center wing structure and fuel weep holes. ESSI efforts are currently being performed under Contract N00019-03-C-0063 with L-3 Communications Integrated Systems. This action will be negotiated on a sole source basis with L-3 Communications under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), as L-3 Communications Integrated Systems is the only known source that has the available capacity and special tooling to complete the ESSIs in order to meet the needs of the Fleet. The approximate contract award date is June 2004 with aircraft inductions beginning June 2004. The North American Industry Classification System code for this requirement is 336413. See Note 22****
