Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments fr om the internet after solicitation issuance. Description of Work: Construct one each five bay one-story ready buildings (isolation units), one each dining facility and parking. Buildings will be constructed of steel frame with insulated masonry walls, concrete foundation and structural floor, and a standing seam metal roof. Project includes fire protection system, information systems, heating ventilation and air conditioning, and electrical. The project will demolish one building totaling 650 m2 (7,00 0 sf). Access for the handicapped will be provided. Air conditioning (263kW) will be provided by stand-alone systems. This project is located on ROWE Training Facility, Camp Mackall near Fort Bragg, NC. Options will be included in the contract. The projec t will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best techn ical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Price is equal in importance to all technical fac tors when combined. Weight among technical factors: Factor 1: Construction Past Performance, Factor 2: Corporate Relevant Specialized Experience, Factor 3: Management Effectiveness, Factor 4: Construction Duration. The estimated cost range of project i s from $5,000,000 to $10,000,000. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public L aw 100-656). This solicitation will be issued in electronic format only and will be available on or about March 23, 2004. Notification of amendments will be through use of the Internet. Proposals will be due on or about April 23, 2004. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
