- The U.S. Army RDECOM-ARDEC, Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources to continue the design, development, integration and testing of an Acoustic Counter Battery System (ACBS). ACBS will provide a non-line of sight capability to locate artillery and mortar firing positions. The overall objective of ACBS is to evaluate potential enhancements to the mission objectives of the Knight (formerly Striker) vehicle and the AN/TPQ-36/37 Fire Support Element. This technology development program consists of two phases. The first phase focused on integrating an acoustic sensor system with the Knight vehicle. The second phase, which is the topic of this survey, will expand the host platforms to other vehicles and ground-based sensors, expand the target set to include 60 mm mortars, and fix deficiencies from phase I. This is a follow on to an existing Contract with PSI. In order to accomplish the tasks, contractor may need proprietary software owned by PSI. It is the Government’s intention to go Sole Source to PSI with this Contract. Any interested sources are requested to provide a Capability Statement with respect to the requirements listed above, and include your company name, complete address, telephone number and a technical point of contact. The Capability Statement shall also include a description of the following: demonstrated success in a) algorithm development and test for impulsive event detection, classification, and localization b) acoustic system design, development, integration, and test c) integration of sensors with tactical vehicles d) operation of sensor systems in a tactical RF environment e) integration of sensor messages into Army tactical communications network. This is not a Request for Proposal. There is no solicitation available at this time. The purpose of this notice is to seek sources with existing capabilities as described above to meet the above requirements. Materials should be sent in MS Office format of less than 10 pages. It is requested this information be submitted via email. All information collected from this Market Survey shall be used for PLANNING PURPOSES ONLY. This Market Survey does not constitute an obligation on part of the Government. The Government will not pay for any information collected. It is requested that all Proprietary Data/ Information submitted be identified in your response. The Government retains the right not to compete this requirement based on responses to this notice.
