- Pre-Solicitation Notice: The 437th Contracting Squadron at Charleston AFB, SC will be soliciting for a Multiple Award Construction Contract (MACC). The MACC is an indefinite delivery/indefinite quantity (IDIQ) contract for construction, repair, design, design-build, and renovation projects at Charleston AFB and North Auxiliary Field, SC. The performance period for this contract will be one base year (12 months) with four one-year option periods. The intent is to award six contracts (two 8(a), two HUBZone and two unrestricted). MACC task orders may range from $100K to $3M. The minimum guaranteed amount is $2,500 per contract to be made during the base period of the contract. Task orders will be competed among those firms receiving IDIQ contracts as a result of this solicitation. Award of each future task order will be based on Best Value to the Government. The Contracting Officer will determine the actual amount of work to be performed and the time of such performance when written Task Orders are issued to the Contractors. Award of Task Orders will be based on a firm fixed price basis. The MACC will include work in a variety of disciplines to include but not limited to: Completed designs or Design/Build for new construction, renovation, interior alteration and renovations, exterior upgrades and renovations and roof replacements and repairs; Airfield pavements to include both rigid and flexible pavements, base pavements to include both flexible and rigid pavement (streets, curbs, sidewalks, retaining walls etc.), storm water control and drainage systems, sanitary sewer system repair and installation, water distribution system repair and installation, concrete installations, structural repair and installations to include concrete, masonry and steel and traffic control systems; HVAC repair and installation, plumbing systems, compressed air systems, thermal protection, exhaust systems, cranes and material handling systems, aircraft retrieval systems and fire protection systems; airfield lighting, interior lighting, exterior lighting, security systems, electrical distribution systems, fire detections systems and lightning protection systems; hazardous abatement removal and testing. All key professional design disciplines shall be registered. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) code Sector 23, Construction, small business size standard $28.5M. The Government makes no representation as to the number of Task Orders or actual amount of work to be ordered in excess of the minimum guarantees specified herein. Interested sources are requested to provide a list of major contracts similar in size and scope (minimum $100K and a maximum $3M). All concerns that wish to submit their qualifications must respond in writing with proof of the following items by 19 Mar 04. Include a list of projects in narrative form that you have performed within the last 5 years; with a description of work, dollar value of each project, performance period and date completed, type of design (was design required and if so, to what extent). In addition to the above information please provide your company’s Bonding Capacity. Source Selection procedures will be utilized for this procurement. Tentative date for issuance of actual solicitation is 3 May 04. Award is anticipated on or about 20 Aug 04. The solicitation will be issued electronically and may be obtained through FedBizOpps, via the Internet. Hard copies of the solicitation will not be available. The 437th Contracting Squadron will sponsor an Industry Day to provide information to interested contractors about the proposed MACC, date to be posted later. Offerors must be registered in the Central Contractor Registration (CCR) program.
