- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Requst for Quotations (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-18. This solicitation is restricted to certified HUBZone concerns, NAICS 212319, "Other Crushed and Broken Stone Mining and Quarrying". The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer is the most advantageous for the Government, price and other factors considered. 1. STATEMENT OF WORK: The work to be performed under this contract consists of furnishing all labor, equipment, supplies, materials, permits, insurance, fees, and transportation including barge services, required to furnish, transport, and deliver an estimated 470 tons of angular, loose, Class 5 riprap rock to various locations within Stehekin District, Stehekin, Washington, within the Lake Chelan National Recreation Area, in accordance with State law and the following detailed specifications. The Contractor shall procure angular, loose riprap rock from a source outside the North Cascades National Park Service Complex and shall arrange to have the riprap rock transported up Lake Chelan to Stehekin, Washington by barge. The Contractor shall be responsible for the riprap rock to be loaded, transported by barge, and delivered to the sites herein identified, located in Stehekin. The Contractor shall be responsible for stowing and piling the riprap rock in a safe, stable manner on the barge, in accordance with the barge operator's instructions, to avoid loss of the riprap rock into Lake Chelan. Upon its arrival in Stehekin, Washington, the Contractor shall offload riprap rock, using Contractor-furnished equipment, into Contractor- furnished trucks for delivery to up-valley sites in the vicinity of Company Creek Pit (approximately 4.5 miles from Stehekin Landing). At the direction of the Contracting Officer's Technical Representative (C.O.T.R.), the delivery site could be near Harlequin Bridge (4 miles), the end of Company Creek Road (6 miles), near Courtney Ranch (9 miles) and/or Company Creek Pit (4.5 miles). All distances are from Stehekin Landing. Stehekin, Washington, is a remote, wilderness community, located at the head of Lake Chelan. It is 50 miles from Chelan, Washington, and cannot be reached by car, but can be reached by boat or barge. Coordination with a barging service will be necessary to transport the riprap rock from the barge landing in Chelan, Washington, to the landing in Stehekin. Barge runs are infrequent and coordination with the barge service must be made in order to meet NPS delivery schedules. Barge services are available from one of the following businesses: Lake Chelan Boat Company (509) 682-4584; or Tom Courtney Tug and Barge (509) 682-2493. 2. DETAILED SPECIFICATIONS: a) Specifications for the hard, durable, angular, and loose riprap rock are taken from the Federal Highway Administration Handbook, FP 03, Section 705 Rock, and Table 705-1, Gradation Requirements for Loose Riprap, Class 5. b) Written verification that riprap rock meets Federal Highway Administration (FHWA) specifications shall be submitted to the Contracting Officer's Technical Representative within 10 days of receipt of the Notice to Proceed. Verification shall be in the form of a statement or report from an independent soils laboratory which has tested a riprap rock sample from the proposed pit and has demonstrated the capacity to meet the specifications in Subsection 705.02. c) All material shall be delivered to Stehekin no later than 50 days after receipt of a Notice to Proceed. d) The Contractor shall comply with the Chelan County ordinances and all State regulations pertaining to the hauling of the riprap rock, including load restrictions. e) The Contractor must prevent the loss of the riprap rock, and shall be responsible for any actions occurring from the loss of this rock, from any vehicle while loading or unloading, and while hauling en route between any and all points and the delivery sites. f) The Contractor will immediately clean up any riprap rock which results from slippage, or any other cause, while conducting a delivery trip. g) Measurement of contract performance will be based upon the number of tons transported and delivered, and based upon the weight tickets for quantities hauled from the pit/source to the delivery locations specified. The Contractor shall obtain weight ticket(s) for the load(s) and the scale used for the weight ticket(s) must be Washington State Certified. The original weight ticket(s) must be included with the invoice submitted by the Contractor for payment. A +/- 5% variance from the requested quantity is allowable; payment will be made at the unit price for the actual quantity delivered. 3. INSPECTION AND ACCEPTANCE: The Contracting Officer or the duly authorized representative will perform inspection and acceptance of materials and services to be provided. All materials and supplies must be in conformance with the specifications contained herein. Those not meeting the specifications will be rejected. For the purposes of this clause, Mike Miles is the duly authorized representative of the Contracting Officer. Inspection and acceptance will be performed at North Cascades National Park Service Complex, Stehekin, WA 98852. 4. SCHEDULE: Delivery points are located in the Stehekin valley, Washington, 98852; FOB destination. Per ton unit price shall include delivery (by truck and barge), and permit and other fees (e.g. barge operator charges, pit operator charges). CLIN 1: Riprap rock, Class 5 470 tons @ $____________________ = $______________________ 5. PROPOSAL SUBMITTALS: In addition to the requirements listed below, offerors shall include the proposed source of riprap rock with their offer. Offerors must review and comply with the FAR provisions/clauses listed below. This information is available on the Internet at http://www.arnet.gov/far. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (b) clauses indicated by number 1, 5, 11, 12, 13, 14, 15, 16, and 23. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and submitted with your offer. The deadline for receipt of quotes is March 19, 2004, at 11:30 am. Offers shall be signed by an official authorized to bind your organization. Offers may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each customer line item (CLIN), extended price, prompt payment and warranty terms, contract remittance address, DUNS number, federal tax identification number, name, phone number, and address of your point of contact, a completed copy of FAR 52.212-3, and the proposal submittals described above.
