- The Robert Morris Acquisition Center (RMAC) intends to award a contract for the operation and management of the Newport Chemical Depot (NECD), a Government-owned Contractor-operated (GOCO) facility to provide care, maintenance, surveillance, security and collateral support services related to the storage and demilitarization efforts at NECD. The facility operates in a modified caretakerâs status and was formerly a production facility for the chemical agent VX and the explosives, TNT and RDX. Cu rrently the depot is a stockpile storage site for bulk chemical agent VX. Mason and Hanger Corporation is currently the on-site operating contractor. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity contract under which task orders will be issued for yearly basic mission functions. Additional task orders would be issued for collateral requirements. The objective of this solicitation is to obtain an on-site operating Contractor for the period of 1 October 04 through 30 Septe mber 09 whose responsibility will be to provide support services which include but are not limited to: program management services for the Chemical Stockpile Storage Program (CSS), Chemical Treaty Compliance Program (CTC), Chemical Stockpile Emergency Prep aredness Program (CSEPP), environmental management and compliance, natural and cultural resources, custodial services, trash removal, water treatment plant operation and distribution, maintenance of buildings and equipment, security, safety, grounds mainte nance, and administrative support. The Contractor is further tasked to support the Environmental Restoration (E, RA) Program, the Program Manager for Elimination of Chemical Weapons (PM ECW) (formerly the Program Manager for Chemical Demilitarization (CSD P)) and the Non-Stockpile Materiel (NSCM) Program. This will be a two-phase solicitation. Phase 1, Part 1 consists of potential offerors demonstrating that they meet Special Standards of Responsibility by submission of their qualifications, capabilities a nd experience. The Offeror shall submit information by 7 April 2004 that demonstrates it has a current government-approved capability to conduct chemical surety operations in compliance with Army Regulation (AR) 50-6. The government will then evaluate th ese submissions against the Special Standards of Responsibility to identify qualified sources. Contractors who receive an âAcceptableâ rating may be invited via electronic mail or telephone to attend a Site Visit at the Newport Chemical Depot on 14 April 2004. For Phase I, Part 2 offerors are to submit their Transition Plan and Past Performance Information by close of business on 30 April 2004. Offerors who receive an âAcceptableâ rating on their Transition Plan will be requested to su bmit a full proposal, which will be evaluated using Best Value Procedures, not later than close of business 02 June 2004. Request for Proposal (RFP) W911SR-04-R-0015 will be issued on or about 22 March 2004.
