Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; proposals a re being requested from GSA Holders Only and a written solicitation will not be issued. All quotes must meet the Government Requirements all or none. Solicitation W9133N-04-METI is issued as a Request for Proposal (RFP) and will result in a firm fixed-pr ice contract. Provisions and clauses incorporated in Solicitation W9133N-04-METI are those in effect through Federal Acquisition Circular (FAC) 2001-04. This acquisition is being acquired as 100% Small Business Set Aside. The solicitation includes the following Contract Line Item Number (CLIN) 0001 Purchase of 4 Each - Full-Body Instrumental Adult Mannequin. Full-Body Instrumented Adult Mannequin should include: Breath and Heart Sounds; Lung and Chest, Wall Compliance; Radial, Brachial, Pedal, Femoral & Carotid Pulses; Patient Voice, Difficult and Normal Airway, Genital Urinary System, Neuromuscular Blockade Thumb Twitch, System Interfaces and Controls:, Computer and Control Rack – Standard, System Software: HPS Scenarios – Anesthesia, OB, ACLS, Allied Health Scenarios, Patient Profiles, Pharmacology Library Physiological and Pharmacological Model, Trauma Features: Reactive Eyes, Pneumothorax Needle Compression, Chest Tube Placement and Management, ACLS Features: Chest Compression with Cardiac Output; Defibrillation, Transthoracic Cardia Pacing, 5-Lead ECG, A ED Integration, Patient Modeling: Monitor Emulator – Standard, User Utility Software: Data Recorder, Scenario Editor, Patient Editor Warranty, Installation and Training: Basic One Year Warranty Level One Training Course. Additional Enhancement: Enhanced Drug Recognition Systems, Instructor’s Remote Laptop- Wireless, Full Function Monitor Interface, Pericardiocentesis, Diagnostic Peritoneal Lavage. Accessories: Traunma Disaster Casualty K it, Gas Supply Kit, Monitor Interface, Tool Kit. Extended Warranties, Advanced Training. REQUIREMENT: Full Body Instrumental Adult Mannequin should include the following – Functional pupils that blink and can be adjusted for pupil dilation and con striction, response models showing the impact of progressive blood loss and compensation to the patient in real time. Physiologically linked with Trauma Disaster Casualty Kit. The METIECS patient simulator with automatic physiological and pharmacological response models. Drug recognition system, responses are automatic and based on the pharmacokinetics and pharmacodynamics of administered drug, the clinical instructor does not need to manually change the patient’s physiology or script a response to r eflect the actual effects of the drug or multiple sets of drugs. FAR Provision 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contrac t Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and DFARs 252.212-7001 Contract Terms and Conditions Required to Implement Statutes and Orders Applicable t o Defense Acquisitions of Commercial Items shall apply to this solicitation. Please submit with your quote a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. All quotes will be evaluated on price and delivery. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clauses my be viewed at http://farsite.hill.af.mil Contractors submitting quote s must be enrolled in the Central Contractor Registration Program (CCR). The closing date for this solicitation will be 8 March 2004, 2:0 0 PM Eastern Standard Time. Late quotes will not be accepted. Your quote shall be submitted in writing to chris.pettigrew@ngb.ang.af.mil. This notice does not obligate the Government to award a delivery order for the subject items. The Government shall not be obligated to pay for any information developed and/or furnished by potential sources in response to this notice.
