- SUBJECT: ANNOUNCEMENT NO. 04-06 ECONOMIC GROWTH MANAGER GRADE: GS-14 (General Schedule) - market value $72,381 - $94,098 USAID/Zambia has an immediate opening for an American or International Expert in Economic Growth programs to serve as the SO5 (Strategic Objective Five) Team Leader/ Economic Growth Manager. The Economic Growth Manager/SO5 Team Leader will work closely with the Supervisory General Development Officer and the SO5 Team to manage ongoing private sector, agriculture and natural resources activities and become a member of the new Strategy Planning Team. Major Duties will consist of the following: TEAM LEADER DUTIES: As SO5 Team Leader and Economic Growth Manager, lead, manage and implement activities under the strategic objective. Provide internal and external coordination, support and assistance to the SO5Team. Work with the Supervisory General Development Officer, the SO5Team activity managers, the Controller and Program Office on budget issues, monitor that all activities under SO5are in conformance with the Performance Monitoring Plan. Liaise with contractors, grantees and other relevant organizations in Zambia involved in private sector, agriculture and natural resources activities, including Zambian Government agencies, international organizations (donors) and non governmental organizations. ECONOMIC GROWTH MANAGER DUTIES: The Economic Growth Manager has overall responsibility for implementing the Mission?s private sector, agriculture and natural resources activities under the current Strategic Objective No.5, ?Increased Private Sector Competitiveness in Agriculture and Natural Resources?. Act as Cognizant Technical Officer, manage the institutional contracts, cooperative agreements and grants, and oversee the work of the contractors and grantees. Prepare reports for input into Mission annual reports and reporting requirements, develop scopes of work, budgets, justification and terms of reference for cooperative agreements, contracts and task orders. Draft speeches and talking points for the Mission Director and Ambassador. EDUCATION REQUIREMENTS: Successful candidates will have a Masters degree from a recognized international education institution, and preference will be given to degrees relating to international development, business administration or agriculture (e.g., food production, agricultural economics, natural resources). EXPERIENCE: At least eight years international development work is required, with preference given to individuals with African experience. Operational experience in a foreign assistance organization or development NGO to understand the legislative and policy mandates, objectives and functions of U.S. foreign assistance objectives is required. Ability to develop activities effectively and to recommend policies, strategies, and procedures related to the effective use of the development assistance in implementing USAID economic growth and foreign policy objectives. Demonstrated ability to communicate effectively both orally and in writing in a multi-cultural environment and supported by strong interpersonal and cross-cultural social skills. Past experience in supervising personnel is essential.
