- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. NAICS 541611. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. (Due to size limitation, request full document via email) This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-09. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.-1 (4/84); Instructions to Offerors-Commercial Items 52.212-1; Evaluation-Commercial items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions - Commercial Items 52.212-4 (05/01); Contract Terms and Conditions Required to Implement Statutes or Executive orders-Commercial Items 52.212.-5 (10/98). BACKGROUND: PERFORMANCE ACCOUNTABILITY SYSTEM PILOT AND FULL-SCALE IMPLEMENTATION PROJECT 1 INTRODUCTION The United States Department of Agriculture Forest Service (USDA Forest Service) is on a course to achieve a performance management orientation by implementing budget and performance integration as the principle paradigm for accomplishing agency goals and objectives within the broader federal government transition to an e-Government mode of operation. In particular, this statement of work seeks contractor support for a project titled ?Forest Service Performance Accountability System (PAS) ? Pilot and Full-Scale Implementation? consistent with the Support Delivery of Services Business Area, Planning and Resource Allocation and Controls and Oversight Lines of Businesses; and the Administration Business Area, Cost Management Line of Business as described in the Federal Enterprise Architecture Business Reference Model (BRM). Contractor services are sought to: Phase 1: Pilot in Region 10 (Alaska) Implement and support Hyperion Performance Scorecard (HPS) and Hyperion Application Link (HAL) for use in a pilot of Performance Accountability in Region 10 (Alaska Region). Phase 2 (optional): Rollout to all of the Forest Service Assuming that Phase 1 is successful (i.e., a successful pilot of the software in Region 10), implement and support the rollout of HPS and HAL for use throughout the Forest Service. 2 BACKGROUND Performance accountability has long been a challenge for the Forest Service. This issue has been articulated in numerous external and internal audits, reviews, and reports produced by the General Accounting Office, USDA Office of the Inspector General, the National Academy of Public Administration (NAPA), the Office of Management and Budget (OMB), and numerous agency review team reports. Assessed current agency processes and systems in terms of their alignment with and ability to meet the objectives outlined in the Budget and Performance Initiative in the President?s Management Agenda. Analyzed alternative approaches to achieving an integrated performance accountability process and system that implements the concepts detailed in the PAS Implementation Plan. Recommended the implementation of the Hyperion Performance Scorecard and its associated support software to support the agency?s performance accountability efforts. SCOPE Meet the stated project objectives by following the Federal Enterprise Architecture Program Management Office (FEAPMO) Solution Architecture Development Life Cycle (SDLC) methodology to produce the artifacts/deliverables consistent with the FS EA. (This statement of work is divided into two phases. The objective of Phase 1 is to: Implement and support Hyperion Performance Scorecard (HPS) and Hyperion Application Link (HAL) in support of the Region 10 (Alaska) pilot of performance accountability. Phase 2 of this statement of work is optional. It will be executed only if the results of Phase 1 indicate that HPS and HAL will support the implementation of performance accountability throughout the Forest Service. The objective of Phase 2, should it be executed, is to Implement and support HPS and HAL throughout the Forest Service. 4 TASKS TO BE PERFORMED This statement of work is broken down into two phases (tasks). Phase 1 is the implementation and support of a pilot implementation of the Hyperion Performance Scorecard (HPS) and the Hyperion Application Link (HAL) in support of Region 10?s (Alaska Region) implementation of its performance accountability efforts. Phase 2, which is optional, and which will only be executed if Phase 1 is successful, is the implementation and rollout of HPS and HAL throughout the Forest Service. 4.1 Task 1: Implement and Support Hyperion Performance Scorecard (HPS) and Hyperion Application Link (HAL) in Support of the Region 10 Pilot of Performance Accountability. Provide analysis and support for the first phase of the project titled ?Forest Service Performance Accountability System (PAS) ? Pilot and Full-Scale Implementation? consistent with the Forest Service E-Gov EA Project, and as expanded to address the President?s Management Agenda Budget and Performance Integration Initiative. This phase of the task involves implementing and supporting the pilot of Hyperion Performance Scorecard (HPS) and Hyperion Application Link (HAL) in Region 10 (Alaska). 4.1.1 Functional Description The purpose of this task is to provide analysis and support for project titled ?Forest Service Performance Accountability System (PAS) ? Pilot and Full-Scale Implementation? consistent with the Forest Service E-Gov EA Project, and meeting the objectives of the President?s Management Agenda Budget and Performance Integration Initiative as outlined in the Federal Enterprise Architecture Performance Reference Model (PRM) and Business Reference Model (BRM). FORMAT, CONTENT AND SCHEDULE OF DELIVERABLES All documents shall be in Microsoft Word format. All deliverables (other than those associated with project management plan), which are documents, shall be first submitted as drafts to the FS. The FS shall have ten (10) business days to review the drafts and provide written comments back to the contractor. The contractor shall then have five (5) business days to incorporate the comments in final drafts of the deliverables. The final drafts shall show clearly (e.g., by using the MS Word, ?Track Changes? tool and also by using the MS Word ?Insert Comments? tool) how the FS comments were handled. The contractor shall provide walk-through for all deliverables, or deliverable components, that are complex models. The contractor should note FS comments on the models and within five (5) business days of the walk-through, provide the final model deliverable.
