- Printing and Distribution of NACO IFR Terminal Procedures, and Alaska Terminal Procedures Publications The Federal Aviation Administration (FAA) has a requirement for Printing and Distribution Services supporting the FAA National Aeronautical Charting Office (NACO), located in the Washington D.C. Metropolitan Area. The required services include printing, finishing, and distribution of IFR Terminal Procedures (TPP) and Alaska Terminal Procedures (ATP) publications every 56 calendar-days, with interim Change Notices published every 28 calendar-days. The North American Industry Classification System (NAICS) code is 323117 Printing Books and Pamphlets By Job Order. The Contractor shall provide the necessary experienced personnel, materials, equipment, and facilities to provide error-free lithographic finishing to meet the chart specifications and Government established schedules; to deliver finished products to the Government for inspection; and to provide distribution services to customers by mail. The Contractor shall strictly adhere to the required schedule. Quantities are estimated at 12,000 pages, 400,000 volumes (75% perfect bind; 25% loose-leaf, 4-side trim), and 17,500 packages during the 56 calendar-day cycles. The quantities for the interim Change Notice(s), published every 28-calendar days, are estimated at approximately 80-150 pages (saddle bind), approximately 17,000 volumes, and approximately 9,500 packages. The forthcoming FAA NACO Performance Work Statement (PWS) will specify the production schedule, and designated chart dissemination. Failure to meet the production schedule or perform as prescribed could possible result in legal actions to which the Contractor and Government are named as parties. The Screening Information Request (SIR) will be posted to this site not later than 22 March 2004. All interested sources should first attempt to download the solicitation from the Internet website www.fedbizoopps or www.asu.faa.gov. All responsible sources may submit an proposal/offer that will be considered by the agency when submitted in accordance with the SIR Section L Instructions. NOTE: The SIR will include a requirement for the submittal of samples as proof of capabilities to perform the required services. The samples must be produced from EDI customer data and PDF graphic files that are available on CD???s when your request is submitted in writing to NACO Production Management Office, Marsha.L.Adelson@faa.gov or FAX 301-713-4587. The CD's may be requested prior to posting of the SIR. The following notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantage individuals, and women-owned concerns to acquire short-term working capital assistance for transportation related contracts.
