SOLE SOURCE TO INNOVATIVE SOLUTIONS & SUPPORT INC. Solicitation number: FA8103-04-Q-0131 PR: FD2030-04-35351 NSN: 6605-01-457-0162 P/N: 9D-80310-5 ITEM: ALTITUDE INDICATORS, QTY 13 EA APPLICABLE: C-135, KC-135 DELIVERY: 13 EA by APRIL 2005, Early delivery acceptable. SOLICITATION ISSUE DATE: 08 MAR 2004. ESTIMATED AWARD DATE: 23 April 2004 Item Description: Altitude Indicator. Interfaces with the digital air data computer (DADC) via an RS-232 interface and audio alert equipment; Operating modes consisting of the altitude alert, cabin altitude, minimum descent altitude and status air temperature; Altitude values ranging from 0 to 50,000 ft using the five digit counter; Target altitude, displayed in feet, indicates conditions of cabin pressure and depressurization by displaying the equivalent cabin altitude and through the activation of alerts provides notification of the aircraft?s altitude in relation to preset and operator selected altitude values via the activation of visual and audio alerts. Dimensions: 7.0? L x 3.25? W x 1.5? H. Material: Aluminum. The approximate issue date of the solicitation will be 8 March 2004. The approximate response date of the solicitation will be 23 March 2004. The anticipated award date will be 23 April 2004. Written and electronic procedure will be used for this solicitation. No telephone requests. Copies of the solicitation must be obtained from the FedBizOpps website at www.eps.gov. Data must be obtained from the TeDs website at www.dodteds.com only after the solicitation has been issued. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
