Description
NAICS Code: 541370 Spectral Imaging : Spectral Imaging Acquisition & Processing Services using a AISA + Airborne Hyperspectral System of equivalent, to determine the extent of spills and dumping in the Houston Ship Channel due to Loading and unloading of barges for (1) one duration of time between March 2004 and September 2004, with work to be complete and delivered by September 30, 2004, in accordance with the attached Statement of Work. This acquisition will be based on best value to the Government and evaluated as follows: A score of 0 thru 5 will be weighted as below: 0. The element is not addressed, or it totally deficient and without merit. 1.The element is addressed by contains defciencies that can be corrected only by major or significant changes to relevant portion of the request for quote. 2. Clarification is required. Final scoring of the element will be made following limited discussions or full negotiations, if discussions or negotiations are held with the offeror. 3. The proposal element is adequate. Overall is meets specifications, however, comments should be made on any perceived weaknesses or on areas in which as offeror could improve. 4. The proposal is good with some superior features. 5. The proposal is superior in most features. Offerors are required to submit a written technical proposal to address each evaluation factors: Evaluation Factors: Equipment: Demonstrated ability to provide AISA+Airborne Hyperspectral System Equipment compatible with the City of Houston's Rotary Wing Aircraft (Hughs MD 500). If equivalent spectralimgaging equipment is offered, than the offeror must demonstrate its equivalency to the AISA+System. Experience: Demonstrated experience in operating and delivering work products using AISA+Airborne Hyperspectral System Equipment. Include a reference list of clients where work products have been delivered using System and a short one paragraph descriotion of the service provided.
