- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for services and use of facility to support the 2004 Great Moonbuggy Race. The Great Moonbuggy Race gives undergraduate and high school students from around the nation an opportunity to apply engineering skills and develop team spirit in an activity that will enhance awareness about human exploration and development of space. Moonbuggies are built from the students? own design - recreating the lunar experience of the Apollo astronauts and looking ahead to further human exploration of the solar system. Two-person crews (one male and one female) assemble their collapsible vehicles, receive a safety inspection, and self-power their vehicles along a simulated lunar terrain obstacle course. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from the U.S. Space and Rocket Center, Huntsville, Alabama, pursuant to FAR 13.106-1(b)(1), for the acquisition of supplies or services determined to be reasonably available from only one source. The emphasis on space and space exploration at the U.S. Space and Rocket Center?s grounds presents a setting that includes objects from the Apollo missions to the moon, a simulated lunar surface, and an existing display of an Apollo Lunar Rover Vehicle (Moonbuggy). The U.S. Space and Rocket Center walkways are broad and easily modified to create an extensive simulated lunar terrain course including craters, rocks, lava ridges, inclines, and lunar soil. Additionally, the U.S. Space and Rocket Center caters to public interest in space and a crowd of spectators with high interest in the space program can easily access and view the Great Moonbuggy Racecourse. The U.S. Space and Rocket Center?s staff is experienced and equipped to modify the racecourse and can fully support the event. There are no other comparable facilities within several hundred miles of Marshall Space Flight Center. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on March 15, 2004. Such capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
