- Description
- The Defense Information Systems Agency (DISA) intends to use a Performance-Based Services Acquisition methodology to issue multiple awards in 2005 to procure support for the JSC. Awards will be in the areas of Engineering Support Services (ESS) to include database services, Information Technology and Facility Management. This announcement is a request for information related to the ESS portion of the future acquisition. The JSC mission is to enable effective and efficient use of the electromagnetic (EM) spectrum and control of electromagnetic environmental effects (E3) in support of national security and military objectives. The JSC is striving to improve and expand upon the E3 and spectrum management support it presently provides to the DoD community and the other users of JSC services. The overall JSC objective is to consistently provide responsive, best value, E3 and spectrum management analysis and engineering support for the operational, research and development communities and to provide access to accurate and comprehensive EM spectrum information as well as the analytical capabilities that will permit the timely and accurate assessment of EM. Complementing and supporting the aforementioned, it is the JSC?s objective through this procurement of engineering support services to : (1) Enhance the warfighters ability to dynamically link and completely integrate electromagnetic spectrum use with battlefield operations through a set of distributed and automated electromagnetic spectrum capabilities; (2) Improve the comprehensiveness of JSC databases and provide real-time accessibility of those databases in a network-centric environment; (3) Provide analyses capabilities that will enable the operational and acquisition communities to adequately address SM and E3 in the requirements generation and acquisition processes to ensure effective operations; (4) Improve spectrum and E3 knowledge of policy makers, the development community and warfighters, and (5) Advance the art and science of spectrum management and E3 engineering. Finally, the JSC has an objective to have active, verifiable, quality control and audit procedures that will provide an accurate assessment of how the JSC and ESSC are meeting performance objectives. To assist the government in its market research, request that all firms interested in the ESS portion of this acquisition submit a short synopsis (not to exceed 10 pages) discussing engineering support services experience in areas that directly support, or are similar to, the JSC engineering support services objectives and any experience in performance based services contracts.
