- Description
- The Research and Special Programs Administration (RSPA), Office of Contracts and Procurement intends to issue a Full and Open Competition solicitation for RSPA?s Programmatic IT Support Services in April 2004. Programmatic services will include support for the Hazardous Material Information System (HMIS), Pipeline Information Processing Enforcement System (PIPES), Integrated Operator Compliance System (IOCS) and Online Data Entry System (ODES) and support for RSPA?s regional and field offices. The HMIS, PIPES, IOCS and ODES are the primary source of national data for the Federal, State, and local government agencies responsible for the safety of hazardous materials transportation. The principal role of these systems is to collect and distribute information on hazardous materials spills, pipeline annual and incident reporting data, and regulatory activities. These activities demand immediate response to numerous inquiries by personnel from RSPA, DOT, and various other Federal, state and local government agencies, members of Congress, the news media and the private sector. RSPA anticipates that the contract period of performance will be for a base year (12 months), four (4) option years, and a potential of 5 award-term years of 12 months each, for a maximum possible period of performance of ten (10) years. RSPA anticipates awarding a Cost-Plus-Award-Fee type contract with Award Term incentives. This Pre-solicitation notice announces that RSPA intends to release a solicitation (Request for Proposal (RFP)) for this requirement. The North American Industry Classification System (NAICS) code for this requirement is 541513 and the small business size standard is $21 million. RSPA intends to make available a copy of the solicitation electronically in approximately 30 days after this posting, website: http://www.rspa.dot.gov, under Procurement Opportunities. No paper copies of the solicitation will be made available. This requirement is 100% SET ASIDE FOR 8(a) BUSINESSES. On June 10, 2003, the Department of Transportation?s Chief Information Office (DOT CIO) issued an Action Memorandum requiring the Research and Special Programs Administration (RSPA) to transition its requirement for Information Technology (IT) Support Services to the Department. RSPA did so. Since then, several significant events have occurred. The DOT CIO has defined IT consolidation as a requirement for the DOT Headquarters facility only. Therefore, RSPA must support all regional and field IT operations. Next, recent budgetary action by Congress has constrained the Departmental CIO?s ability to rapidly transition the DOT to a consolidated infrastructure. Lastly, DOT has notified Congress of its proposal to restructure RSPA in to the Research and Innovative Technology Administration (RITA) to better meet the Department?s mission and operations. RSPA and the CIO have determined that the LAN Management and Help Desk Support portion of the IT support services will remain a part of the DOT Consolidated IT infrastructure. RSPA?s programmatic activities (Hazardous Materials Information System (HMIS), Pipeline Information Processing Enforcement System (PIPES), Online Data Entry System (ODES), and Integrated Operator Compliance System (IOCS)) and its regional and field support activities) will be a separate requirement. The contract the Department has to provide the consolidated IT Support services to RSPA ends on March 15, 2004. RSPA plans to award a short-term (6 month) sole source bridge contract to Catapult for the programmatic IT support services. See Number Note 22. This is intended only as a temporary measure until RSPA can implement a full and open 8 (a) competition. RSPA will soon announce the competition for this requirement with intent to award a new 8(a) contract by September 15, 2004.
