Description
The Philadelphia District/Marine Design Center is issuing a negotiated, best value RFP (Request for Proposal) to acquire a ladder hoist winch for the U. S. Army Corps of Engineer??????s Dustpan Dredge JADWIN. The winch shall be of new construction a nd shall be rated for 17,300-lb. line pull at a line speed of 400 fpm when hoisting on the second layer of the drum. The winch shall be capable of lowering on the motor with the clutch engage, and on the brake with the clutch disengaged. The winch, and a ll winch-mounted equipment, shall be suitable for installation in the weather. The area of the winch/motor/gear package shall not exceed 130 inches, width, by 130 inches, length when installed on the deck of the vessel. The winch shall be driven by a DC v ariable speed motor. Time for delivery will be specified in the RFP. The procurement will be a negotiated, best-value action under Parts 13 and 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requ irements of the RFP and for their merit against the following evaluation factors: Technical (product, management, and past performance and experience) and Price (price reasonableness and price realism). The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. The technical sub factors are of equal weight. The price sub factors are of equal weight. Price proposals must be submitted simultaneously with the Technical propo sal to the Contracting Officer in accordance with the RFPs requirements entitled Proposal Requirements and Evaluation Criteria. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal sh ould contain the offerors best terms. The RFP will be available on the Districts Web pages on (or about) Mar. 30, 2004. Hard copies will not be available. No written or fax requests will be accepted. Offerors may download the solicitation and any amendm ents from the web page at the following address https://ebs.nap.usace.army.mil on, or after, the issue date. It is the offerors responsibility to monitor the web page for any amendments. Offerors are responsible to make changes to their user profile if an y of their information changes during the advertisement period. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and amendments. Offerors are responsible for printing copies of the RFP and any amendme nts. Hard copies will not be furnished. Interested firms must register on the Internet Web page. Proposals will be due on or about Aug. 28, 2003. The NAICS code is 333923 and the small business size standard is 500 employees. Bonding is required. A ll contractors are required to be registered in the DODs Central Contract Registery before award as required by DFARS 204.7300.
