Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Army Corps of Engineers, New York District, is issuing this combined Synopsis/Solicitation #W912DS-04-T-0020 for the purpose of acquiring one (1) brand-new marine outboard motor for use on a Monarch survey boat. DESCRIPTION: The following item and related accessories are being acquired under this solicitation for BRAND NAME OR EQUAL. (Part numbers listed are Evinrude part numbers. If another brand is provided, the comparable part numbers apply): 1. 200-HP marine outboard motor, with direct fuel injection, power trim and tilt, 25 inch shaft, cycle configuration/displacement of 90 V6/200 cu. in. Electric start, remote steering, and standard battery cables, which must be compatible with the existing , power set up (OMC shifter and throttle cables) or a new shifter and throttle cables (20 feet length) shall be provided. Evinrude (E200FPSXR) OR EQUAL 2. One (1) service manual (PN 5005649). 3. One (1) parts manual (PN 5005686). 4. One (1) parts and accessories catalog (PN 778586). 5. One (1) 3-gallon capacity two-cycle oil tank (PN 176996). The vendor selected must deliver the entire requirement, FOB destination (Albany NY Field Office, Troy NY), no later than two weeks after receipt of order (or sooner). The estimated cost of the items is $8,500.00 to $9,500.00. This Procurement is a 100% Small Business Set-Aside. The estimated issuance date of this solicitation is 12 March 2004. It is the responsibility of the offeror to monitor the Internet site for the release of the solicitation and any amendments. Any prospective offeror interested in making an offer must register for the Planholder List in order to download a copy of the sol icitation. If you are not registered, the U. S. Government is not responsible for providing you with notification of any changes to the solicitation. The firm date for receipt of offers will be stated in the Request for Quotation (RFQ). The NAICS Code i s 441222 (Outboard Motor Dealers). The Small Business Size Standard is as follows: No more than 500 employees and average annual revenues for the past three years was $6,000,000.00. The SIC Code is 5551 (Outboard Motor Dealers-Retail). Registration req uirements: DFARS 252.204-7004, Required Central Contractor Registration (CCR), applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database wil l make an offeror ineligible for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. TERMS AND CONDITIONS OF THE COMBINED SYNOPSIS/SOLICITATION 1. As per the first paragraph at the top of this combined synopsis/solicitation, a written solicitation will not be issued. This announcement constitutes the entire solicitation, as well as meeting the synopsis requirement. 2. This solicitation #W912DS-04-T-0020 is being issued as a Request for Quotation (RFQ). 3. This solicitation document and incorporated provisions are those in effect through the Federal Acquisition Circular (FAC) 20 effective 23 February 2004. 4. As per above, this is a 100% set-aside for small business under NAICS Code 441222 (Outboard Motor Dealers). Small Business Size Standard is as follows: No more than 500 employees and average annual revenues for the past three years were $6,000,000.00. 5. All offerors must quote one total price for the engine, as described above, and its related components/accessories. 6. A description of the items to be acquired is enumerated above. This is not restricted to one brand or model, 7. Items are to be delivered two weeks after receipt of order. FOB Albany Field Office, Troy New York. 8. FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. 9. The Government will award a contract to the offeror with the lowest price that meets all other terms and conditions of this solicitation, without taking exception to any other terms and conditions, as per FAR 52.212-2, Evaluation of Commercial Items. 10. All offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. 11. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 12. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues Or Executive Orders-Commercial Items, applies to this acquisition. 13. The manufacturer standard warranty must be honored by the contractor, or his representative. 14. This is not a DPAS rated order. 15. Numbered notes are not applicable. 16.
