Description
NAVAIR Orlando Training Systems Division (TSD) intends to issue a Cost Type contract for a duration of 13 months with Oceaneering International Inc., 501 Prince George Blvd, Upper Marlboro, MD 20774-7415 for the research and development, fabrication, installation, and test of the prototype Advanced SEAL Delivery System (ASDS) Lockin-Lockout / Transport Compartment (LIO/TC) Training Device to be fielded at the Naval Special Warfare Center (NSWC) Pearl City, Hawaii location. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 ( c) (1) as implemented by Federal Acquisition Regulations (FAR) Part 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? Oceaneering International, Inc. was awarded the initial contract for the Reverse Engineering effort (Phase I), as well as, the Conceptual and Design effort (Phase II) for the Prototype ASDS LIO-TC Training Device. With limited Government Furnished Information (GFI) ASDS drawings and documentation available, Oceaneering has completed the reverse engineering effort, performed requirements analysis, developed a top-level design, and is nearing completion of detailed design tasking. Since this Development and Test effort (Phase III) is a logical extension of the ASDS work, Oceaneering is the only firm qualified to perform this follow-on effort. The ASDS trainer is required to maintain fleet readiness. The Contractor shall provide research, engineering, development, purchasing, assembly, installation, training and testing technical support to create, develop, integrate, factory test, ship, install and final test & adjust an air-conditioned training device prototype that simulates the ASDS asset LIO, TC, and a portion of the Operator Compartment (OC) interior, and exterior at the LIO Hatch. The tasks shall consist of structural, mechanical, electrical and controls engineering development as each relates to the structural system and the equipment, components and special effects required to simulate the ASDS environment, as necessary to meet and support the Training Objectives. The special effects engineering tasks shall also include the requisite development for audio, lighting and other special effects such as fog, smell, and smoke.
