- Description
- NASA/JSC has a requirement for additional Level-of-Effort hours for Human Space Flight Mission Services, which includes providing mission operations and planning ground systems in support of space flight programs. The Mission Control Center (MCC), Integrated Planning System (IPS), and the Houston Support Room/Backup Command and Control Center (HSR/BCC) in Russia, are currently used to accomplish this function. In addition, ground system services for JSC?s Emergency Operations Center and the Electronic System Test Laboratory along with space communications integration are provided. NASA/JSC intends to purchase these services from Lockheed Martin Space Operations Company under the Mission Support Operations Contract (MSOC). The period of performance of MSOC is January 1, 2004, through September 30, 2004, plus either two 3-month options for services through March 31, 2005, or one 2-year option for services through September 30, 2006. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as contemplated by the provisions of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All responsible sources may submit a proposal that shall be considered by the agency.
