Description

The Office of Contracts and Procurement, Office of Management and Administration (OMA) of the District of Columbia (hereafter “District”) Office of the Chief Financial Officer (OCFO) is soliciting expressions of interest (EOI) from qualified financial institutions to provide escrow agent services in connection with the District’s Master Lease Equipment Financing Program (hereafter “Program”). The District has initiated a competitive process to select a Lessor/Contractor under a Master Lease Agreement for the financing of a proposed $125,000,000 tax-exempt lease/purchase obligation over the next five fiscal years. The District will utilize the Program to acquire various rolling stock and equipment on behalf of the District’s agencies. The selected escrow agent for the program shall provide various escrow agent services during the term of the Master Lease Agreement. These escrow services will include, but not limited to: (a) establishing and managing the equipment acquisition and expense accounts; (b) facilitating quarterly draw requests; (c) receiving and disbursing funds drawn on Master Lease; (d) providing online reports to the District on the balances and activities of the accounts; and (e) executing actions in the event of a default by the District. A Request for Proposals (RFP) # CFOPD-04-R-011 for Escrow Agent Services will be issued by close of business (COB), 16 March 2004, with proposal submission deadline 15 days from date of issue.
