- The Air Armament Center (AAC), Eglin AFB, Florida intends to solicit, negotiate, and award a Firm-Fixed Price contract for CLEANING AND INSPECTION OF WATER STORAGE TANKS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, supplemented with additional information included in this notice. The announcement number is FQ5CEO403302. This announcement constitutes the only solicitation; a written solicitation will not be issued. This procurement is 100 percent Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 561990, with a small business size standard of 6.0 million dollars average revenue sales. Please identify your business size in your response based upon this standard. CLIN 0001, Work under this contract shall include all labor, materials, equipment, and transportation required to clean and inspect potable water storage tanks. Total storage tanks: twenty (20) ea. Cleaning: All equipment used, when entering the interior of the tank, must be for POTABLE WATER ONLY. Inspection: Must be Cathodic Protection inspection. Inspections must be made in accordance with Florida Natural Resource Conservation Commision, American Water Works Association (AWWA) standards, National Association of Corrosion Engineers (NACE) and OSHA (Occupational Safety and Health Standards) regulations and standards. Location: The property to be cleaned and inspected is located in Northwest Florida to include Santa Rosa Island, Escambia, and Okaloosa Counties. Storage tanks are located on Eglin Main Base, Duke Field, Camp Rudder, Santa Rosa Island and other reservation sites (to be provided as per request). Requirements: The contractor must: 1. have the capability to do repair work to the water tanks. 2. must submit a technical report, 3. must submit a cost estimate of the repairs to be identified during the inspection for each tank. 4. must provide Inspectors and/or Divers commercially certified for AWS, SSPC and ACI trained and hold a current ID card to provide such proof. All Cathodic Protection Inspectors shall be NACE certified and hold current status of certification. 5. Must provide reference of past performance on this type of job. The contractor shall comply with applicable locally established safety requirements and shall comply with national Building Code and applicable National Fire Protection Association Codes.
