Description
This is notice of intent to award a sole source contract under the authority of FAR 6.302 to Hicklin Engineering LC for the purchase of a transmission dynamometer. The contractor must provide a TransaDyne Model EDECT 2000 ??????New Generation?????? ( Electric Drive, Eddy-Current TransaDyne) Transmission dynamometer with a 150 Hp inverter-duty motor controlled by a built-in 460V, 3Ph, Vector control variable frequency drive. Variable speed control from 0 to 4,000 rpm at the operator??????s console and d rive capable of developing up to 600 lb-ft input torque for test integrity. Programming in the drive system enables the drive motor to ??????act?????? like an internal combustion engine in terms of load responsiveness, facilitating automatic transmission s hifts. The Power Absorption Unit develops up to 1,500 lb-ft load torque, enabling full-power downshifts to 1st gear in most heavy-duty automatic transmissions. Power indexing includes electric gear motor, ring gear and all necessary wiring to index in-line transmissions on the test machine. TDAC computer control console and data acquisition system includes (1) 21?????? computer monitor, Intel Tualatin 1.1 GHz CPU, 40G hard drive, CD-RW 32 x 12 x 40, printer, keyboard, and MS-software, as well as required el ectronic hardware for shift control of electrically shifted transmissions. System provides comprehensive data acquisition of transmission functions to include shift points, pressures and flow rates, input and output torque and speed. System will acquire, l og, and record test data to a disk drive for permanent record and/or printer record. Contractor shall provide on-site start-up and training. This notice of intent is not a request for competitive proposals. This is a notice of intent to award a contract t o Hicklin Engineering LC. Response to this notice will be used to determine whether bona fide competition exists and whether a formal solicitation is appropriate. Written responses, which include prices and sufficient technical data to determine capabilit y to meet the requirement, must be received in this office within fifteen (15) calendar days after publication of this notice. If no affirmative written responses are received within this time to determine that comparable sources more advantageous to the G overnment are available, a contract will be placed with Hicklin Engineering LC. A request for a solicitation will not be considered an affirmative response. A determination by the Government not to compete this proposed contract based on this notice is sol ely within the discretion of the Government.
