- Description
- The Philippines has an estimated population of 82 million people (2003) and is increasing by almost 2 million every year. Although it started from a relatively privileged position in the 1950s, the Philippines has never experienced the economic growth of its Asian neighbors. At current population growth rates, and with about half of the population under the age of 20 years, the total population size is likely to double to 160 million within the next thirty years. What this means is that mass poverty on a national scale will be difficult to reduce, and infectious diseases and malnutrition will continue at high levels. The Philippines already faces difficulties in attaining the country's Millennium Development Goals for poverty reduction even when medium-term economic output growth targets are attained, and the challenges will only increase if population growth rates remain high. The Government of the Republic of the Philippines (GRP) has been promoting and delivering family planning services, in improving maternal and child health and in preventing the spread of HIV/AIDS for many years. Yet, experience over the past several decades has shown that their public sector health service delivery model at the national level has not produced the desired results. At the same time, the large and innovative private sector remains a major under-utilized asset for delivery of basic services such as family planning and other primary care services. The objective of the ?Increased Private Sector Involvement in Family Planning? Project is to assist in increasing the share of the private sector in meeting the ?total need for family planning? by women of reproductive age using modern methods obtained from private sector sources and the total number of women of reproductive age who say they want to space or limit their family size. The following market changes are expected to be achieved: (a) the shift of current users of modern methods from public to private sources; and, (b) the increase of new users of modern methods using the private sector supplies. It will do this by working to: increase support for family planning within the formal employment sector; establish a viable mass-market brand of pills, injectables and other contraceptives in the commercial sector; and increase the business value of private providers' medical practices in providing family planning services. The project will be national in scope and will include policy activity designed to create a positive environment for implementing private sector products and services. It will work to encourage the development of financing mechanisms, such as private health insurance for family planning services and products. The project will build on work already undertaken in the private sector. USAID anticipates awarding a cost-reimbursable contract for the five year program beginning on or about October 1, 2004. The closing date for the submission of the proposals, to be specified in the RFP, will be about 60 days thereafter.
