- Description
- The purpose of this notice is to provide for comment the draft Request for Proposal (RFP) Sections (I through M) for the Department of Homeland Security (DHS) Security, Planning, and Integrated Resources for Information Technology (SPIRIT) Project. NOTES: The following NAICS codes apply to this requirement: 541511, 541512, 541513, and 541519 with a $21M size standard for all. Also, contractors are advised that Section J, Attachment 1, SPIRIT Draft RFP Section B Pricing Sheets for Functional Area MAP, ISE, SOM, ISS have been re-named and revised to include instructions, formulas for cost input, and spreadsheets for the Sample Task Scenario. 1) All comments must be submitted electronically to BOTH the SPIRIT Contracting Officer, Brenda Peterson, at bpeterson@comdt.uscg.mil and the SPIRIT Program Manager, Dani Wildason, at dwildason@comdt.uscg.mil. 2) All comments must be received by midnight, April 5, 2004. 3) All comments received will be adjudicated and considered for inclusion into the final RFP. 4) As with comments for Section B-H, we do not anticipate issuing a separate FedBizOpps posting in response to the consolidated comments received, nor will we be responding to individual comments. We may determine, however, that certain aspects of the RFP require further clarification upon adjudication of the comments. As necessary, such clarifications will be posted in FedBizOpps 5) Potential Offerors in the 8(a) tiers are advised that the DHS SPIRIT 8(a) General Offering and Agreement (which was recently revised to reflect changes in the term of the contracts) has not yet been signed by the SBA. It is anticipated that SBA acceptance will occur prior to release of the final RFP. 6) Contractors are advised that the general contract structure and strategy will not be altered. 7) We plan to release the final RFP in late May 2004 with awards planned for 1st Quarter FY05. 8) It is our intent to leave the final RFP open for 30 days. As such, it is to the benefit of all potential offerors to ensure that all comments are submitted to us by the cut-off date identified in the draft RFP so that they may be adjudicated and considered for incorporation into the final RFP. NOTE: Due to overwhelming interest in this requirement, no phone inquiries, e-mails or requests to meet ?one-on-one? will be answered.
