Description
The Government requires the development and deployment of an electronic monitoring system and intends to acquire the services with use of FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The project will include seven major objectives: outreach with fishery stakeholders, providing the necessary EMS units, installation of the EMS equipment on vessels, maintaining the functionality of the EMS aboard vessels, analysis of collected data, removal of the EMS units and a final report of the results. The Electronic Monitoring System (EMS) shall include an EMS computer box for logging digital video imagery and other vessel data, high capacity hard drives for storage of digital imagery, CCTV cameras, sensor for GPS, Sensor for hydraulic pressure, which or net drum sensors, 12 VDC to 110 VAC power inverter and tamper resistant housing. The EMS data capture specifications shall be configured to provide the GPS location and date at all times while the vessel is at sea and CCTV imagery of all fishing operations. The EMS shall be deployed on the commercial hake trawl fishery operating off the coasts of Washington, Oregon, and northern California. EMS shall be ready for the first portion of the shoreside hake season that will begin on approx. May 1, 2004 off the California coast. All responsible, responsive sources may submit an offer which will be considered by the Agency.********The Request for Proposal (RFP) solicitation will be available on or about March 22, 2004, through the Government's website at http://www.fedbizopps.gov/ .
