- Description
- It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), to procure professional services on a sole source basis from Karoly Kasa, Hungary. The purpose of this procurement is to acquire professional services to assist in the implementation of a Homeland Security Digital Library Federated Search Prototype (HSDLFSP). The period of performance is for six (6) months with one six-month option period. Background and Purpose: Historically, the Specialized Information Services Division (SIS) of the National Library of Medicine (NLM) has developed specialized search technologies to provide access to heterogeneous information resources. Increasingly, useful and reliable information of interest to NLM/SIS and other federal agencies, such as the Naval Postgraduate School (NPS), is available on the World Wide Web via Web-accessible databases outside of NLM/SIS and the NPS. In order to continue their role as focal points for providing access to information of high quality and currency, the NPS and NLM/SIS are pursuing collaborative projects for the more effective utilization of their information resources in support of their missions by utilizing ToxSeek, an innovative federated search engine being developed by NLM/SIS. ToxSeek has been identified as a potentially relevant tool to serve as the core federated search capability for the NPS Homeland Security Digital Library Prototype. Scope of Work: Building on specialized expertise in software development work on the ToxSeek search technology, the contractor shall accomplish the following tasks in implementing a HSDLFSP: (1) Connect the NLM ToxSeek server to selected licensed Naval Postgraduate School (NPS) databases via the NPS proxy server (IP authenticated); (2) Meet basic HSDL/NPS portal design requirements as constrained by current ToxSeek User Interface capabilities; (3) Configure access to a minimum of 12 existing NPS databases of varying complexity and; (4) Provide assistance and training, where necessary, to help HSDL/NPS customize the software to meet HSDL/NPS requirements and implement a successful pilot. Deliverables: At the conclusion of the HSDLFSP pilot implementation, the executables of the HSDLFSP federated search program will be installed and tested on a server at NPS. NLM has determined that Mr. Kasa is uniquely qualified to provide the above services. He has highly specialized and unique expertise, having designed the overall system architecture and innovative proprietary features of the ToxSeek distributed search and thesaurus technologies at NLM. The NPS/NLM Inter-Agency Agreement specifically requires the integration of ToxSeek technologies into the Homeland Security Digital Library Federated Search Prototype. Mr. Kasa has six years of experience in performing these services, 2 1/2 of them with NLM. Mr. Kasa has earned a Master of Computer Science with substantial hands-on experience in information retrieval, database management, distributed processing, natural language processing and meta-search technology software development. Mr. Kasa has knowledge of the following software, all of which are necessary to perform these services: Java, Javascript, SQL, UML, SOAP, XML/XSL/XSLT JAXP JAX/RPC JSP, JSF WSDL This proposed acquisition will be procured under FAR Part 13 ? Simplified Acquisition Procedures. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a proposal in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposals must include pricing information.
