Description
The ICBM System Program Office (SPO) under the Minuteman Missile Depot Maintenance Program intends to establish a contract with Lockheed Martin Corporation, Space Systems to conduct analysis and research for identifying suitable substitutions to critical sub-assemblies on the Low Frequency Instrumentation Console (LFIC)/Radio Frequency Instrumentation Console (RFIC). This service is in support of an on-going Sustainment to the MK2A and MK21 Arming & Fusing Assembly (AFA) to ensure reliable fuses are deployed to the operational missile wings. The LFIC is a 1970s vintage test console and is critical to the Aging & Surveillance (A&S) and other service life testing as well as production testing for both the MK12A and MK21 AFA, while the RFIC performs the necessary radio frequency testing of the MK12A Radar, Microwave and MK21 Radar. Suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources nor qualification testing of another part, nor use of a second source part in the intended application. Data review discloses that required data or data rights are not in the Government possession and cannot be economically obtained. Lockheed Martin was the original design agent for the LFI/RFI consoles. They possess the knowledge and understanding of the equipment and the AFA maintenance expertise, technical data and facilities to successfully perform the required services. They possess the ability to ensure integration of hardware and all software codes with negligible impact to the AFA program. Additionally, the outcome will ensure all consoles at Hill AFB and Lockheed Martin are in the same configuration which will ensure seamless on-going support the AFA. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contract with the firm(s) listed.
