- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE OF WORK - CRANE Material Handling Requirement Ground Based Mid-Course Defense (GMD) Item Required: Crane with Operator, 12-16??????, 4 way cable sling, min. 20,000 lb capable. Time Period: 15 April ?????? 30 June 2004 Specific Lifts To Be Supported: April: 1. EHFASS Shelter - (Weight: 18,500 lbs (approximately 14-15 April 2004 lift date) Remove from Flatbed and place on pad 2. EHFASS Shelter - (Weight: 12,770 lbs (approximately 14-15 April 2004 lift date) Remove from Flatbed and place on pad May: (c) Antenna Yoke/ Antenna - (Weight: Max single item 25,020 lbs) Item (s) must be lifted from ground and placed to hold antenna. Antenna parts lifted onto yoke. (d) Radome 40?????? Connex Containers - (Weight: 20,000 lbs) Lift on/off flatbed truck. (e) Communications Shielded Enclosure Van - (Weight: 60,000 lbs) Lift off of Transportation Trailer and place on building insertion trailer. (f) EHFASS Shelter (2) ?????? (Weight 18,500 lbs and 12,770 lbs) Lift required from staging point/ground to the EHFASS cement pad. Normally a two-day process. One half of the EHFASS lifted to the pad the first day and the second EHFASS half lifted to th e pad the second day. June: 1. Antenna Radome (top) (1 ?????? 30 June 2004): Weight approximately 10,000 lbs. The top portion of the radome must be attached to the lower half of the radome at a distance of approximately 140 ft. The crane is in use continuously from radome con struction start (approximately 1 June to its completion on or about 21 June 2004). The crane is attached to the radome (upper portion) as it is constructed one panel at time. When the upper panel is complete, it is lifted and attached onto the lower panel. Pictures of operation are attached. 2. Milstar Antenna Parts/Radome Install (21 ?????? 25 Jun 04): Weight ranges from 330 lbs to 3,100 lbs. Three antenna sections and one radome will be required to be lifted to the top of the EHFASS. EHFASS is 8?????? tall. Milstar antenna must be a separate crane to prevent conflict with DSCS radome install. June requirement requires a dedicated crane with operator onsite each day. Special Requirements: Crane needed for June Radome assembly and lift (placement) must have a minimum boom length of 140 feet. Crane must be able to lift 10,000 at 100 feet from radome base. The operation requires the upper half as shown in the pictures to be lifted and placed on the lower half of the radome. The radome contractor will provide the slings necessary for radome lift. Slings will be necessary to support lifting EHHFASS shelters off flat bed trucks upon their arrival at the site. General Comments: Requirements in April, May, and 21- 25 June 04 requirements can be met with smaller crane capable of lifting the items as mentioned in specific lifts above. The dates of these lifts may vary 1-5 days from the dates identified. The June 1-30 2004 crane must be a dedicated crane on site with operator for the duration of the installation. Prospective bidders may elect to meet lift requirements by positioning crane and bringing operator up to site for each lift. GMD can provide minimum 48 ho urs notice of the lift requirements for the lifts needed in April and May. GMD Logistics representatives require a postaward conference to ensure capability and understanding of requirements. It is recommended and may be more advantage if only one crane is used to complete all this work. SCOPE OF WORK - FORKLIFT Material Handling Requirement Ground Based Mid-Course Defense (GMD) Item Required: 15T (30K) Forklift All Terrain or Rough Terrain Government Furnish ed: The Government or its designated contractor will provide a qualified, certified and insured operator for the leased forklift. Specifications: 15T (30K) Forklift with 8 foot Extensions Special Requirements: Forklift must have 8?????? (ft) extensions to assist lifting of ISO containers and antenna skids. Period of Rental: Requirement for Forklift starts on 1 April and ends on 30 June 2004. Request an option to extend the rental period by one month in the event that construction is delayed and forklift requirements are extended beyond the 30 June 2004 date. Requirement: The forklift will be utilized to lift 20?????? ISO containers off and on to flatbed trailers. The forklift will also lift these containers and move while on the construction site as the ISO containers are emptied. The heaviest ISO containers currently weights 20,000 lbs maximum.
