- The Fleet and Industrial Supply Center, Norfolk Detachment Philadelphia intends to acquire on a sole source basis, Re-purposing of the Essentials of Case Management course into the Military Care Coordination Training Course. Certification is essential to ensure that those individuals engaged in case management (nurses and social workers) have met acceptable national standards. Certification of these individuals is critical in the direct care system. The re-purposed course is designed to provide a web-based CME Case Management Course wherein certification may be attained and maintained. This comprehensive course will be developed for use by multidisciplinary teams and expand training focus to a population health based military system. The proposed sole source contractor, Professional Resources in Management Education, Inc. (PRIME), is the only firm available that currently offers a course that can be re-purposed in this manner. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen act, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This acquisition is being acquired under the authority of section 4202 of the Clinger-Cohen act of 1996 as implemented by FAR 13.501 (a). The anticipated start date for development of this course is 01 April 2004 or date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within four days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed purchase order is expected to result from this acquisition. The applicable North American Industry Classification System (NAICS) Code is 611710.
