- Description
- In accordance with FAR Part 13 and FAR Part 12, the EPA's National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) will procure a Gas Laboratory Analysis System. As part of the Clean Air Act and its Amendments, new emissions regulations have been implemented for vehicles and engines. Many of these regulations require sophisticated and adaptable emission measurement systems. As a result, the EPA National Vehicle and Fuels Emissions Laboratory (NVFEL) has undertaken a comprehensive program to implement new and refined test systems to enhance the capabilities to conduct low level emissions testing, of the highest precision and accuracy, on a broad range of vehicles and engines. In its role as a National Laboratory for the measurement of regulated emissions, and energy consumption, related to the transportation sector, NVFEL plays a critical role in the standardization of those measurements. To support that role, EPA seeks to purchase a combined analytical, data acquisition and database system to establish and document the official concentration, and NIST traceability, of internal gas standards and challenge standards. EPA has named this system the Gas Laboratory Analysis System. The Gas Laboratory Analysis System shall include specific gas analyzers that provide the highest levels of precision and accuracy available for the intended purpose. In addition the system will include computer system(s) for analysis control, data acquisition and information processing, equipped with a standard color laser printer, and a bar code reader for rapid identification and verification of gas cylinder numbers. The computer system(s), using a gas cylinder database provided to it by EPA computers systems, shall facilitate operation of the analysis bench, aid in the quality control of the gas naming process, collect and store measurement data, maintain a database for efficient information retrieval, make new gas cylinder database updates available to EPA computer systems, quality tracking and documentation purposes. The Gas Laboratory Analysis System shall be located in the existing Gas Laboratory at NVFEL, and shall interface with the existing NVFEL Laboratory Network System (LNS) via an EPA-provided Interface Computer (IFC). The successful contractor shall be responsible for installation of system. This procurement include options for maintenance on the equipment after the initial warranty has expired. There will be four (4) twelve month option periods for the maintenance of the equipment. This procurement will be made using "Best Value" procedures and Full and Open Competition for everything in the SOW including options.
