Description
NAICS Code: 611310 The U.S. EPA intends to negotiate on a sole source basis with the Georgia Institute of Technology (Georgia Tech) for review and analysis of Heavy Duty Diesel Vehicle (HDDV) Emissions in the Atlanta, Georgia Metropolitan Area in accordance with the EPA Mobile Emissions Assessment System for Urban and Regional Evaluation (MEASURE) model under the authority of FAR Part 6.302-1. This requirement for the ORD/APPCD will utilize FAR Part 13, Simplified Acquisition Procedures. The importance of heavy-duty vehicle emissions, especially in urban areas, is acknowledged; however, there is a serious lack-of-knowledge with respect to the spatial and temporal operating characteristics of heavy-duty vehicles. There are serious deficiencies in the "real-world" fleet mix that operates on roadways as well as their engine and transmission characteristics; and their cargo weight characteristics. As a consequence of the seriousness of the large role that HDDV emissions play in non-attainments areas, such as Atlanta, techniques are being evaluated to reduce HDDV emissions. Accurate modeling and implementation of effective emission control strategies requires knowledge of not only how these vehicles are operated, but also how HDDV fleet turnover impacts emissions. The purpose of this study is to validate the EPA MEASURE model, determine its strengths and weaknesses, and propose improvements to the model. The information gathered from this review and analysis will be used to develop more effective HDDV emission reduction strategies. This procurement is a continuation of Cooperative Agreements and a Purchase Order with Georgia Tech to assist EPA in development of the model. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required review and analysis may submit technical documentation to establish the potential of delivering this analysis. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
