Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Brooke Ocean Technology Ltd., 50 Thornhill Drive, Unit 11,Dartmouth, Nova Scotia, Canada B3B 1s1, for the acquisition of a Laser Optical Plankton Counter (LOPC). The equipment will allow the collection of zooplankton data for studying the ecological condition and trophic status of the Great Lakes, under all weather conditions at locations far from shore. The LOPC high speed processing and improved detection plane provides setection counts as higher resolutions and higer concentrations with lower coincidence. This also allows the LOPC to be integrated into tow bodies, traveling at up to 12 knots and still providing reliable data. The EPA has identified Brooke Ocean Technology Ltd. the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
