- Description
- Renovate Concrete Pedestrian Bridges - The General Services Administration, Upstate New York Service Center, announces a requirement to acquire the services of a contractor to provide all materials, equipment, labor and supervision required to renovate two existing pedestrian connecting bridges (crosswalks) at the Leo W. O'Brien Federal Building, Albany, New York. NAICS code 237310, with a size standard of $28.5 million. The estimated cost range of this project is between $100,000 and $250,000. A bid bond will be required, as well as payment and performance bonds in accordance with the Miller Act. The project is being acquired on an unrestricted basis under the Small Business Competiveness Demonstration Program, in accordance with Federal Acquisition Regulation (FAR), Subpart 19.1007. In addition, the solicitation will contain a 10% Price Evaluation Preference for HUBZone small business concerns, pursuant to FAR clause 52.219-4, and an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns in the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX and WI, in accordance with FAR clause 52.219-23 (Alt. II). A firm-fixed price contract will be awarded based on the results of a sealed bid (anticipated bid opening date, May 4, 2004). All interested contractors are strongly encouraged to attend a one-time, non-mandatory site visit at the O'Brien Building, scheduled at 1:00 p.m., Thursday, April 8, 2004. Contractors interested in attending the site visit must contact the contracting officer no later than 24-hours prior to the event. Project Description: The bridges connect an above-ground parking lot to the building plaza; each bridge is approximately 60 feet long by 9 feet wide. The work includes, but may not be limited to, selected demolition of bridges, removal and replacement of brick veneer on an adjacent garage, replacement of existing concrete handrails with decorative aluminum handrails, replacement of walkway decking and ramp surface while retaining the steel substructure serving as the main support system. Additional requirements include fireproofing of the steel substructure and also the installation of an exterior insulation and finish system (EIFS) on the underside of the bridges. GSA will issue the Invitation for Bids electronically ONLY, on or about April 1, 2004, and may be accessed at www.FedBizOpps.gov. This site provides instructions for downloading the solicitation file. Notice of the solicitation and amendments to the solicitation, if any, will be available on the FedBizOpps website. Access to the complete solicitation, specifications, drawings, and any amendments to the solicitation will be made available only through a separate, secured internet site. Interested parties must send all requests for access to the secured site to Toni Clark, Contracting Officer, in writing to the address above, or via e-mail (tonil.clark@gsa.gov). Contractors must provide a street address, telephone number, e-mail address, business license (or other documentation granted by a state or local jurisdiction to conduct business), valid DUNS number, and valid IRS Tax Identification Number (TIN). Contractors will also be required to sign a Document Security Notice, available for download at the FedBizOpps website with this announcement. Upon acceptance of the request for the solicitation, an e-mail will be sent to the contractor providing instructions for entry into the secured internet site for access to the solicitation, specifications and drawings.
