- BAA-04-001 Amendment 0001 dated March 17, 2004 (1.) Closing Date is hereby extended from May 7, 2004 to May 12, 2004. Time of closing remains at 3:00 PM local Philadelphia time. The Defense Logistics Agency (DLA)/Defense Supply Center Philadelphia (DSCP) is soliciting proposals for Research and Development activities in support of Aging Systems. The objective of the contract is to develop and implement high risk, high payoff, tools, methods, techniques, data and products that will help DLA personnel who are supporting aging weapons systems to achieve an order of magnitude improvement in supply support. Technical oversight of the basic contract and projects selected for funding under this BAA will be performed by DLA. The goals of the Aging Systems program are to address a broad range of aging systems issues, and by the development and use of processes to focus limited resources to obtain maximum benefit to DLA and its Service customers. Specific areas of interest within the Aging Systems program include Advanced Manufacturing, Sustaining Engineering, Parts Situation Awareness-Supply Response Time, and Specialized Analyses. Subject to availability of funds, a total Government investment of approximately $25 million ($5 million per year) is planned for fiscal years 2004 through 2010 for funding multiple efforts selected from this BAA. GENERAL INFORMATION: Offerors must submit a full proposal in an electronic file format compatible with Microsoft Office programs. Proposals must refer to BAA-04-001 and be submitted via email, with an original and (2) mail-in copies with signatures to the Contracting Officer at the top of the BAA to be considered. This BAA is effective for fifty-seven (57) days from the date of issuance, and proposals may be submitted at any time during this effective period. No additional information is available, nor will a formal RFP or other solicitation regarding this notice be issued. Requests for the same will be disregarded. The Government reserves the right to select for award all, some, or none of the proposals received. This is an unrestricted acquisition. DLA and DSCP are planning to host a pre-proposal conference on March 26, 2004 in Reston, VA. The conference will provide details of this program, its mission and objectives, and acquisition cycle.
