Description
FISC Norfolk Detachment Philadelphia intends to procure Database Management Services for the United States Naval Academy, Annapolis, MD. The services to be provided include: data entry, mail preparation, shipping, and answering services (i.e., receiving calls, providing information, recording requests for information, forwarding of calls). Combined synopsis/solicitation N00140-04-Q-1090 contemplates a firm fixed price contract with a five (5) month base period of performance with four (4) additional twelve (12) month options. Services are required to commence 01 May 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with Simplified Acquisition Procedures. This is a 100% Total Small Business Set-Aside. The NAICS Code is 541870 with a size standard of $6 MIL. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. It is requested that qualified sources are capable of providing the following Contract Line Item Numbers (CLINs): Base Period (01 May 2004 ? 30 September 2004) - CLIN 0001AA ? (5 Months) 26NAV ? Data ? Receive USPS response mail at post office and data enter cards with up to 16 fields of data entered into specific programs. Cards are then counted and stored by the data entered into the database for audit. Receive and input into database daily telephone call information from telephone inquiries. Data is purged daily out of entry database and imported into Naval Academy database that is maintained by vendor. Data is checked for duplications and then tagged for mailings. Receive electronic data files sent by staff of office of candidate guidance and admissions. Files are then processed as part of the database and given a mailing label. Labels are sent to the vendor fulfillment center where designated materials are mailed to the responder. Reports shall be prepared monthly/annually as requested by the US Naval Academy staff including annual five (5) year data comparison; CLIN 0001AB (5 Months) 26NAV ? Fold/Stuff ? Prepare Mailings Weekly. Materials are stored in bulk from shipments ordered by Academy staff. Materials are prepared/inserted by hand and mailed from main post office. Inventory reports are provided to alert staff on reorder points; CLIN 0001AC (5 Months) 26 NAV ? Ship ? Actual 1st Class Postage Cost Per unit shipped in weekly mailings; CLIN 0001AD (5 Months) 26NAV ? Answer ? Base Fee for 24/7 (365 days) live operators receiving calls, providing information through an approved Academy script. Calls are received from prospective candidates, parents, or school professionals seeking information about the application process (No holiday fee); CLIN 0001AE (5 Months) 26NAV ? Talk ? Actual time that operator spends going through the script and recording requests for information. Information requests are then e-mailed to the data processing manager who checks the database to purge duplicates before adding to the mailing list for fulfillment. Time is measured in seconds and then seconds are converted into minutes at the end of each month; CLIN 0001AF (5 Months) 26NAV ? Patch ? If the admission office is closed, calls may come to the call center that need to be patched back to other Academy numbers that are part of the call center information base on the Academy. The offeror(s) should describe its past performance on similar contracts it has held within the last five (5) years which are of similar scope, magnitude, and complexity to that which is detailed in the combined synopsis/solicitation or affirmatively state that it possesses no relevant, directly related, or similar past performance.
