Description
The Office the Assistant Secretary for Planning and Evaluation (ASPE), (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the Institute for Health Policy Solutions, Washington, DC. Purpose: To provide technical assistance, policy analysis and research on private insurance including the topics of risk pools and reinsurance for the Office of the Assistant Secretary for Planning and Evaluation. Background: The Office of the Assistant Secretary for Planning and Evaluation (ASPE) seeks research, policy analysis and technical assistance in the area of private insurance markets. Specifically, ASPE wants to gain a better understanding of health insurance market interactions with risk pools and reinsurance. This contract will focus on identifying current research and policy analysis in these areas as well as bring technical assistance to the office. Exploring these topics and associated policy options will provide ASPE with the necessary resources and tools to help further the Secretary?s goals of reducing the number of uninsured Americans. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
